一、政策背景
2015年(nian)(nian)5月,國務(wu)(wu)院正式印發(fa)《中(zhong)國制(zhi)造(zao)2025》,提(ti)(ti)(ti)出(chu)把智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)制(zhi)造(zao)作為(wei)兩化(hua)(hua)(hua)深度融合(he)(he)的(de)(de)(de)(de)主攻方向,引領智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)制(zhi)造(zao)技(ji)術(shu)的(de)(de)(de)(de)變革。2016年(nian)(nian)國務(wu)(wu)院辦公(gong)廳在(zai)(zai)《國務(wu)(wu)院辦公(gong)廳關(guan)于大力發(fa)展(zhan)裝配式建(jian)(jian)筑(zhu)(zhu)的(de)(de)(de)(de)指(zhi)導意見》中(zhong)提(ti)(ti)(ti)出(chu)大力推(tui)(tui)廣智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)與裝配式建(jian)(jian)筑(zhu)(zhu)融合(he)(he)發(fa)展(zhan),推(tui)(tui)動建(jian)(jian)造(zao)方式的(de)(de)(de)(de)創(chuang)新,加(jia)強技(ji)術(shu)研發(fa)應(ying)用(yong)(yong)。交通(tong)運(yun)輸部在(zai)(zai)2018年(nian)(nian)11月出(chu)臺了《“平(ping)安百(bai)年(nian)(nian)品質工(gong)(gong)程”建(jian)(jian)設(she)研究(jiu)推(tui)(tui)進(jin)方案》,提(ti)(ti)(ti)出(chu)提(ti)(ti)(ti)高(gao)(gao)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)造(zao)能(neng)力,提(ti)(ti)(ti)高(gao)(gao)鐵路工(gong)(gong)程建(jian)(jian)筑(zhu)(zhu)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)化(hua)(hua)(hua)應(ying)用(yong)(yong),將智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)造(zao)技(ji)術(shu)運(yun)用(yong)(yong)于生活中(zhong)的(de)(de)(de)(de)各個領域。國家發(fa)改委在(zai)(zai)2020年(nian)(nian)提(ti)(ti)(ti)出(chu)要積極(ji)推(tui)(tui)行(xing)綠(lv)色建(jian)(jian)造(zao),加(jia)快推(tui)(tui)動智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)造(zao)于建(jian)(jian)筑(zhu)(zhu)工(gong)(gong)業化(hua)(hua)(hua)協(xie)同(tong)發(fa)展(zhan),提(ti)(ti)(ti)高(gao)(gao)資源(yuan)利用(yong)(yong)率。2020年(nian)(nian)7月,住建(jian)(jian)部發(fa)布的(de)(de)(de)(de)《關(guan)于推(tui)(tui)動智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)造(zao)與建(jian)(jian)筑(zhu)(zhu)工(gong)(gong)業化(hua)(hua)(hua)協(xie)同(tong)發(fa)展(zhan)的(de)(de)(de)(de)指(zhi)導意見》提(ti)(ti)(ti)出(chu),加(jia)大智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)造(zao)在(zai)(zai)工(gong)(gong)程建(jian)(jian)設(she)各環節應(ying)用(yong)(yong),以數(shu)字(zi)化(hua)(hua)(hua)、智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)化(hua)(hua)(hua)技(ji)術(shu)為(wei)基(ji)礎,開展(zhan)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)造(zao)與智(zhi)(zhi)(zhi)(zhi)(zhi)慧運(yun)維基(ji)礎共(gong)性技(ji)術(shu)和(he)關(guan)鍵核心(xin)技(ji)術(shu)研發(fa)與轉(zhuan)化(hua)(hua)(hua)應(ying)用(yong)(yong),促(cu)進(jin)建(jian)(jian)筑(zhu)(zhu)業與信息(xi)產業等業態融合(he)(he),推(tui)(tui)動智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)造(zao)和(he)建(jian)(jian)筑(zhu)(zhu)工(gong)(gong)業化(hua)(hua)(hua)協(xie)同(tong)發(fa)展(zhan)。2022年(nian)(nian)11月住房和(he)城(cheng)鄉(xiang)建(jian)(jian)設(she)部為(wei)貫(guan)徹落實黨中(zhong)央、國務(wu)(wu)院決(jue)策部署,大力發(fa)展(zhan)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)造(zao),以科技(ji)創(chuang)新推(tui)(tui)動建(jian)(jian)筑(zhu)(zhu)業轉(zhuan)型發(fa)展(zhan),住建(jian)(jian)部將北京市等24個城(cheng)市列(lie)為(wei)智(zhi)(zhi)(zhi)(zhi)(zhi)能(neng)建(jian)(jian)造(zao)試點城(cheng)市。
二、智(zhi)能(neng)建造是什么?
智(zhi)能(neng)建(jian)造得(de)益于數(shu)(shu)(shu)字(zi)化和(he)智(zhi)能(neng)化技(ji)術(shu)(shu)的發展,由“數(shu)(shu)(shu)字(zi)建(jian)造”衍化而(er)來。一般來講,智(zhi)能(neng)建(jian)造是以BIM、物聯(lian)網、人工智(zhi)能(neng)、云(yun)計算、大數(shu)(shu)(shu)據等(deng)(deng)技(ji)術(shu)(shu)為基礎,可以實時自適應于變化需求的高(gao)(gao)度(du)集成與協同的建(jian)造系統。智(zhi)能(neng)建(jian)造不是一個(ge)面向單(dan)一生產環節的技(ji)術(shu)(shu),而(er)是一個(ge)高(gao)(gao)度(du)集成多個(ge)環節的建(jian)造系統,即融合(he)了設計、生產、物流和(he)施工等(deng)(deng)關鍵環節。
綜合而言,智能(neng)(neng)建(jian)造(zao)(zao)是指(zhi)在(zai)工程(cheng)(cheng)項(xiang)目建(jian)造(zao)(zao)過程(cheng)(cheng)中應用數字化(hua)(hua)(hua)軟件、智能(neng)(neng)化(hua)(hua)(hua)機械和(he)互聯(lian)網平臺等技(ji)術,將現在(zai)勞動密集、生(sheng)產率低、同質(zhi)競爭、行業(ye)滿意度差的(de)傳統建(jian)造(zao)(zao)狀況,轉變為設計、施工、運維等全過程(cheng)(cheng)智能(neng)(neng)感(gan)知(zhi)、分析(xi)、決策(ce)和(he)執行的(de)人機協同建(jian)造(zao)(zao)方式,以(yi)推動建(jian)筑(zhu)業(ye)工業(ye)化(hua)(hua)(hua)、數字化(hua)(hua)(hua)、智能(neng)(neng)化(hua)(hua)(hua)升級,減少對人的(de)依賴,實現工程(cheng)(cheng)建(jian)設的(de)高效益、高質(zhi)量、低消耗、低排放的(de)目標。
三、為什么要智能建造?
改(gai)革開放(fang)以來,我(wo)國(guo)建(jian)筑(zhu)業(ye)(ye)發(fa)展迅速(su),取得(de)了巨(ju)大成績。一是國(guo)民(min)經(jing)濟的(de)支柱產(chan)業(ye)(ye)作用更加(jia)突出,2022年建(jian)筑(zhu)業(ye)(ye)總產(chan)值(zhi)31.2萬億元,增加(jia)值(zhi)為8.3萬億元,占國(guo)內(nei)生(sheng)產(chan)總值(zhi)比重為6.89%,帶動上(shang)下游50多個(ge)產(chan)業(ye)(ye)發(fa)展,并提供了大量的(de)就業(ye)(ye)崗(gang)位(wei);二是為城(cheng)鎮(zhen)化建(jian)設和(he)民(min)生(sheng)改(gai)善作出重要貢獻,2022年我(wo)國(guo)城(cheng)鎮(zhen)化率已達到65.22%,城(cheng)鎮(zhen)居民(min)人(ren)(ren)均住(zhu)房建(jian)筑(zhu)面積超(chao)(chao)過40平方米,比1978年提高(gao)了5倍;三是我(wo)國(guo)建(jian)造水(shui)平不斷提升,全(quan)球(qiu)前10位(wei)的(de)超(chao)(chao)高(gao)層建(jian)筑(zhu)我(wo)國(guo)占據7位(wei),諸如鳥巢(chao)、大興機場等(deng)(deng)一批驚世建(jian)筑(zhu),在超(chao)(chao)深、超(chao)(chao)長、超(chao)(chao)高(gao)和(he)超(chao)(chao)大跨等(deng)(deng)工程(cheng)結構領域廣受世人(ren)(ren)贊譽。
然(ran)而,我國建(jian)筑(zhu)業主(zhu)要依賴資源(yuan)要素(su)投(tou)入、大(da)規模投(tou)資拉動發展(zhan)(zhan),生產(chan)(chan)(chan)方式粗放,導致總(zong)產(chan)(chan)(chan)值(zhi)(zhi)雖持續增(zeng)長(chang),但增(zeng)加值(zhi)(zhi)低于(yu)GDP增(zeng)速、產(chan)(chan)(chan)值(zhi)(zhi)利潤率呈下降(jiang)趨(qu)勢,亟(ji)待提(ti)(ti)升發展(zhan)(zhan)質(zhi)(zhi)量和效益。同時建(jian)筑(zhu)業將(jiang)面臨由大(da)規模增(zeng)量建(jian)設(she)轉為存量提(ti)(ti)升改造和增(zeng)量結構調整并重,亟(ji)需(xu)通(tong)過發展(zhan)(zhan)智能(neng)建(jian)造提(ti)(ti)升工業化、數字(zi)化、智能(neng)化水平,實行質(zhi)(zhi)的穩步提(ti)(ti)升和量的合理(li)增(zeng)長(chang)。
隨著科技(ji)的進(jin)(jin)步,BIM、物聯(lian)網、人工智(zhi)能(neng)、大(da)數據、元(yuan)宇宙等(deng)(deng)新技(ji)術(shu)已在建(jian)(jian)(jian)筑(zhu)業(ye)(ye)方(fang)面取得(de)顯著成效。2020年7月,住房和城鄉建(jian)(jian)(jian)設部等(deng)(deng)多個(ge)部門頒發《關(guan)于推(tui)(tui)動智(zhi)能(neng)建(jian)(jian)(jian)造(zao)與(yu)建(jian)(jian)(jian)筑(zhu)工業(ye)(ye)化協同(tong)發展的指(zhi)導(dao)意(yi)見》,進(jin)(jin)一步明確(que)提出(chu)了智(zhi)能(neng)建(jian)(jian)(jian)造(zao)與(yu)建(jian)(jian)(jian)筑(zhu)工業(ye)(ye)化協同(tong)發展的智(zhi)能(neng)建(jian)(jian)(jian)造(zao)產業(ye)(ye)體系(xi)。2022年1月《“十四五(wu)”建(jian)(jian)(jian)筑(zhu)業(ye)(ye)發展規劃》中(zhong)明確(que)“智(zhi)能(neng)建(jian)(jian)(jian)造(zao)”作(zuo)為未來(lai)五(wu)年的主要任務。推(tui)(tui)進(jin)(jin)智(zhi)能(neng)建(jian)(jian)(jian)造(zao)已成為國家(jia)推(tui)(tui)進(jin)(jin)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)高質量發展的關(guan)鍵(jian)舉措,開展智(zhi)能(neng)建(jian)(jian)(jian)造(zao)工作(zuo)迫在眉睫。
四(si)、智(zhi)能建(jian)造(zao)包括哪幾(ji)方(fang)面(mian)內容?
通過智能建造推進,切實實現建筑業(ye)轉型升級和(he)提(ti)質(zhi)增效(xiao),應重點做好如下幾(ji)個方面:
一(yi)是數字化(hua)(hua)設計。強(qiang)化(hua)(hua)建(jian)筑(zhu)、結(jie)構、設備(bei)管線、裝修等多(duo)(duo)主體多(duo)(duo)專業(ye)一(yi)體化(hua)(hua)集(ji)成設計。以(yi)BIM技術(shu)(shu)為代表,包括BIM正(zheng)向(xiang)設計,應(ying)用(yong)(yong)BIM進行工(gong)(gong)程(cheng)項目深(shen)化(hua)(hua)設計、施(shi)工(gong)(gong)過(guo)程(cheng)可視化(hua)(hua)模擬、施(shi)工(gong)(gong)方案優化(hua)(hua)、施(shi)工(gong)(gong)進度(du)和成本的動(dong)態管控,制(zhi)定(ding)BIM交付標(biao)準、開展三(san)維數字化(hua)(hua)竣工(gong)(gong)驗收備(bei)案,通(tong)過(guo)BIM技術(shu)(shu)結(jie)合物聯網技術(shu)(shu)實(shi)(shi)現建(jian)筑(zhu)運(yun)維故(gu)障實(shi)(shi)時報警(jing)、實(shi)(shi)時響應(ying),延長設備(bei)使用(yong)(yong)壽命等。
二(er)是智能化(hua)(hua)生產(chan)。建(jian)立(li)以標準部品為基礎的(de)專業化(hua)(hua)、規模化(hua)(hua)、信息(xi)化(hua)(hua)生產(chan)體系(xi)。其典型(xing)應用場(chang)景(jing)主要包括智能化(hua)(hua)技術(shu)在PC構(gou)件、鋼構(gou)件、裝(zhuang)配化(hua)(hua)裝(zhuang)修墻板(ban)、門窗系(xi)統、機(ji)電設(she)備管線、整(zheng)體衛浴(yu)等(deng)部品部件生產(chan)中的(de)應用。
三(san)是智(zhi)能化施工(gong)。實現對工(gong)程(cheng)項目“人、機、料、法、環”等關鍵要素的實時(shi)感(gan)知、全(quan)面掌控、自(zi)動預(yu)警和智(zhi)能決策。其典型(xing)應用場(chang)景主(zhu)要包括智(zhi)慧工(gong)地平臺、質(zhi)量安(an)全(quan)各類監測系(xi)統、自(zi)爬升(sheng)空中智(zhi)能工(gong)廠平臺。
四(si)是建筑產(chan)(chan)業(ye)互聯網。提升全產(chan)(chan)業(ye)鏈網絡化(hua)(hua)協同能力,形成(cheng)數據驅(qu)動的工程建設組織(zhi)方式。其典型應用場(chang)景主要包括建材集采平(ping)臺(tai)、工程設備租賃平(ping)臺(tai)、項目管理(li)數字化(hua)(hua)解(jie)決方案平(ping)臺(tai)等。
五是建筑(zhu)機器人(ren)。輔助(zhu)替代“危、繁、臟、重”的人(ren)工(gong)作業(ye)。其典型(xing)應用場景主要包括(kuo)機器人(ren)焊(han)接、機器人(ren)測(ce)量、管道探測(ce)機器人(ren)、抹灰(hui)機器人(ren)等(deng)。
六是(shi)工(gong)程項(xiang)目全過程智慧監管(guan)。實現工(gong)程項(xiang)目審批(pi)、審查、監督、驗收等(deng)系統(tong)的數據共(gong)享和業務協同。其典(dian)型應用場景主(zhu)(zhu)要(yao)包括工(gong)程建設“全鏈(lian)管(guan)”管(guan)理系統(tong)、集團自主(zhu)(zhu)研發的全鏈(lian)指揮系統(tong)等(deng)。
